§ 7-53. Yard waste.

  • Yard waste collection shall be provided only to dwelling units where roll out bulk container service for regular household waste is provided. No service will be provided for multifamily complexes required to have stationary bulk container service in accordance with section 7-71 or for commercial, industrial, institutional or agricultural establishments.

    Yard waste service is provided for collection processing and beneficial re-use of waste from typical residential yard maintenance activities only, including by way of example and not limitation, mowing, trimming and pruning. The service does not include removal of debris resulting from tree removal or land clearing activities.

    Yard waste collection shall be subject to the following provisions:

    (1)

    Loose leaf collection.

    a.

    The City shall annually publish a schedule for special collection of loose leaves during the fall. The schedule shall provide for two (2) collections of loose leaves for each eligible dwelling unit.

    b.

    Loose leaves to be collected shall be placed at the street curb by 7:00 a.m. on Monday on scheduled weeks.

    c.

    Loose leaves will not be collected except in accordance with the published schedule. Bagged leaves will be collected at any time in accordance with the provisions for collecting routine yard waste.

    (2)

    Routine collection.

    a.

    Yard waste collection shall be provided to eligible dwelling units once a week on the same day as regular household waste collection.

    b.

    Yard waste shall be placed at the street curb and separated from household trash. All yard waste other than limbs shall be bagged or bundled and tied to permit safe lifting by one person. Bags may be clear or opaque. Opaque bags must be left open. Bags or bundles shall not weigh more than fifty (50) pounds each.

    c.

    Limbs may be placed separately at the street curb for collection. The contractor shall collect all yard waste such as tree limbs not larger than twelve (12) inches in diameter nor longer than six (6) feet, and stacked in piles not to exceed four (4) feet in height, twelve (12) feet in length and four (4) feet in depth.

    d.

    The contractor shall not collect tree trunks, stumps or root balls larger than twelve (12) inches in diameter. Split logs or firewood, yard waste mixed with household waste, demolition or construction debris, or limbs and debris from land clearing activities will not be collected.
