§ 10-272. Findings and purpose.

It is found and declared that:
(1)

The primary purpose of the public streets, sidewalks, public vehicle parking areas, and other public ways is for use by vehicular and pedestrian traffic;

(2)

Reasonable regulation of public assemblage and parades is necessary to protect the public health, safety and welfare; and

(3)

The regulations contained in this article are not intended to prohibit or hamper any right protected by the North Carolina or United States Constitutions.
