§ 4. Organization of the commission.

(a)

The commission shall select from its membership a chairman, a vice-chairman, a recording secretary and such other officers as it may deem necessary. The commission shall adopt rules of procedure not inconsistent with this act.

(b)

The commission may appoint special committees to assist in carrying out its duties. Persons who are not members of the commission may be appointed to said committees.

(c)

The chairman of the Kannapolis Sanitary District Board, or his designee who is a resident of Cabarrus or Rowan County living within the boundaries of the City of Kannapolis, shall call the organizational meeting of the commission and preside until the commission elects its chairman, vice-chairman, recording secretary and other officers it deems necessary. The organizational meeting shall be held within thirty (30) days after passage of this act and shall be held between ten (10) and thirty (30) days of its call.
