§ 17. Initial budget.

The initial governing body, as soon as feasible after the establishment of the City of Kannapolis, shall adopt a budget for the 1984-85 fiscal year. In adopting the budget, the initial governing body need not follow all the procedures and the schedule required by general law, but it shall hold at least one (1) public hearing on its proposed budget before it is adopted. The budget may include the levy of property taxes for the remainder of the 1984-85 fiscal year. If such taxes are levied, they become due and payable as would property taxes levied for the 1985-86 fiscal year.
