§ 13. Act ceases to be effective.

If the voters in the central area vote against the incorporation of the City of Kannapolis pursuant to the provisions of Section 11 of this act, this act shall cease to be in effect on the date of the certification of the results of the referendum by the Cabarrus and Rowan County boards of elections, and the City of Kannapolis is not incorporated.
