§ 7-105. Recycling for existing multi-family residential facilities.

  • The following provisions are intended to specify minimum standards for existing multi-family residential facilities in order to ensure full compliance with this article.

    (1)

    Multi-family recycling responsible party shall provide a recycling storage area having the number and type of stationary recycling containers, total capacity to handle two (2) week's storage of single stream recyclables intended for transport to the recyclable processor prior to collection by the contractor.

    (2)

    Information and education shall be provided to the unit residents about the recycling program and the items that are recyclable by the multi-family recycling responsible party, including, but not limited to, flyers or other forms of communication and signage as deemed necessary by the director of public works or his designee. Information will be available to all residents via the city's website regarding the program and any modifications. The city may periodically send out information or flyers about the program. All new unit residents will receive information about the program upon delivery of the recycling container.

    (3)

    A report of the amount of recycling materials collected at each multi-family residential facility shall be provided to the public works department. The report required under this subsection shall be provided by the multi-family recycling responsible party with the assistance of its contractor, on a form furnished by the public works department. The report shall be provided no less than semi-annually with the first report due July 1 each year. The form must be returned to the director of public works or his designee, City of Kannapolis Public Works Department, Post Office Box 1199, Kannapolis, North Carolina 28082-1199, or such other address as directed, no later than thirty (30) days following the end of each quarter.

    (4)

    Recycling storage areas shall comply with the city unified development ordinance as applicable.

    (5)

    The recycling storage areas shall be kept clean and orderly, such that no materials shall be left on the ground around the recycling containers, and shall otherwise comply with all applicable existing solid waste ordinances.

    (6)

    Collection shall be provided in accordance with the schedule established by the director of public works, including arrangements for collection before and/or after holidays, and times for collection of recycling materials shall not be before 7:00 a.m.
