§ 1-10. Certain ordinances not affected by Code.

Nothing in this Code or the ordinance adopting this Code shall be construed to repeal or otherwise affect the validity of any of the following:

(1)

Any ordinance promising or guaranteeing the payment of money for the city or authorizing the issuance of any bonds of the city or any evidence of the city's indebtedness;

(2)

Any appropriation ordinance or ordinance providing for the levy of taxes or for an annual budget;

(3)

Any ordinance providing for local improvements and assessing taxes therefor;

(4)

Any ordinance annexing territory to the city or discontinuing territory as a part of the city;

(5)

Any ordinance designating, or otherwise relating to, city depositories not codified;

(6)

Any ordinance granting any franchise, permit or other right;

(7)

Any ordinance approving, authorizing or otherwise relating to any contract or agreement;

(8)

Any ordinance accepting, dedicating, improving, vacating or otherwise relating to any specific street or easement;

(9)

Any ordinance prescribing traffic regulations for specific locations, prescribing through streets, parking limitations, parking prohibitions, one-way traffic, limitations on loads of vehicles or loading zones, not inconsistent with such Code;

(10)

Any ordinance establishing salaries of city officers and employees;

(11)

Any ordinance prescribing rates, fees or charges;

(12)

Any ordinance calling a municipal election;

(13)

Any ordinance zoning or rezoning specific property;

(14)

Any ordinance accepting any plat of a subdivision;

(15)

Any ordinance adopted for purposes which have been consummated;

(16)

Any ordinance which is temporary, although general in effect;

(17)

Any ordinance which is special, although permanent in effect;

(18)

The city's zoning ordinance;

and all such ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out at length herein.
