The city manager may make, amend, revoke and enforce reasonable and necessary regulations,
not inconsistent with city ordinances, governing the planning, construction, operation,
maintenance, inspection, management and regulation of the stormwater management systems
and the regulation of impervious surface and stormwater.
These rules, regulations, policies and criteria shall be generally publicized and
made available for review, and an opportunity for comment by interested persons shall
be provided before approval by the city manager.
