§ 10-99. Racing.

  • (a)

    Bicycle racing on roadways or sidewalks is prohibited, except as authorized by this section.

    (b)

    Any individual, group of individuals or association desiring to sponsor a bicycle race shall apply to the manager for a permit. No race shall be held on any roadway, sidewalk or park walkway without such permit having been issued. Prior to the issuance of such permit, the manager shall ensure that the sponsor of such race demonstrates that the event will be conducted under conditions which assure the safety of all race participants, spectators or other roadway or sidewalk or walkway users and that there will be no unreasonable interference with traffic flow which would seriously inconvenience other roadway, sidewalk or walkway users.

    (c)

    By agreement with the chief of police, participants in an approved bicycle highway racing event may be exempted from compliance with any traffic laws otherwise applicable thereto, provided that traffic control is adequate to assure the safety of all highway users.
